Recently, CGTN had an exclusive interview with Fu Xuanchao, NPC Deputy & Director of Hainan Provincial Development & Reform Commission. The interview is as follows.

Draft law on Hainan Free Trade Port: China's highest level of opening-up

中国有20多个自由贸易区。与其他自贸区不同的是海南，它是最大的，也是唯一被命名为自由贸易港的。今年早些时候，一项专门为海南制定的法律草案被公布。CGTN记者何卫卫采访了一位来自海南的全国人大代表，探讨了这项立法对中国的意义。

There are over 20 free trade areas in China. One that differs from the rest is Hainan province, the largest of its kind and the only one named a free trade PORT. A draft law tailored for Hainan was announced earlier this year. CGTN reporter He Weiwei talks to a national lawmaker from Hainan, to explore what this legislation means for China.

海南，中国南部的热带岛屿，目前正在探索前所未有的对外开放之路。2020年6月《海南自由贸易港建设总体方案》发布。仅仅7个月后，一份量身定做的法律草案面向公众征求意见。

Hainan, a tropical island off the south of China, is now exploring a path to unprecedented opening-up. The master plan was released in June 2020. And just seven months after that, a tailored draft law opened for public opinion.

自由贸易港是最高水平的开放形态。在中国没有先例，没有过这样的实践，这是全新的开放形态。(草案)对贸易、投资、税收、环境保护和其他政策制度的保障，都以非常明确的法律形式规定下来，对推动自贸港建设有极其关键作用。

A free trade port demonstrates the highest level of opening-up. This is the first of its kind in the Chinese mainland, it's brand new. The draft law has clear stipulations on trade, investment, taxation, environmental protection, and other sectors, which is extremely important in constructing a free trade port.

这一草案长达14页，展示了中国奋力建设最大的自由贸易区。正如第一条所说，中国的目标是进一步深化改革，进一步开放经济。

This draft law has 14 pages, showcasing China's efforts to build the largest-ever free trade area. As the first article says, China aims to introduce deeper reforms and open up its economy further.

海南省GDP排名虽然不高，然而去年外资利用却达到30亿美元，在全国排名前十。符宣朝每个月都会参加新项目的签约和开工仪式。他说这一草案通过后，海南的每一项业务的前景都是“可预期的”。

Despite not ranking high in terms of GDP, Hainan was among the top ten provinces in China last year for utilized foreign capital, hitting 3 billion US dollars. Fu attends new project ceremonies every month, either signing or starting construction. Fu says the draft law, when passed, will make every business in Hainan "predictable."

所谓的可预期，就是我明明白白地知道哪些事能办，哪些事情不能办，办这个事情多长时间，找谁来办。这个法律草案，我个人认为是海南未来营商环境最大的保障。

"Predictable" means a businessman knows what can and cannot be done, how long it will take, and which government body is taking charge. I believe this draft law is the biggest guarantee for a transparent business environment in Hainan.

香港和新加坡等国际自由贸易港早就有了类似的立法，他们创造了世界级的营商环境。这正是中国想要在海南所达到的目标。草案还将赋予地方政府更广泛的权力。

International free trade ports such as Hong Kong and Singapore have long had similar legislation, creating a world-class business environment. That is what China wants to do (in Hainan). The draft law will also grant more extensive authority to the local government.

明确了海南省政府，哪些事情是要层层请示，哪些不用请示。这就给了省政府充分授权。什么意思呢，以前省政府干不了，批不了的事，现在可以批了。

It's evident in the draft law what can be approved by the Hainan provincial government on its own. That means what couldn't happen in the past, will be possible in the future.

一直以来，海南被誉为中国的夏威夷，吸引着世界各地的游客。有了这部新的草案，不久之后，海南将证明它的贸易潜力。

Hainan has long been known as China's Hawaii, bringing in tourists from all over the world. But thanks to this new draft law, before long, Hainan will prove its trade potential.
